SAFETY EVAEUATION BY THE OFFICE OF NUCLEAR REACTOR REGULATION RELATED TO AMENDMENT N0.133 TO FACILITY OPERATING LICENSE NO. DPR-32 AND AMENDMENT NO.133 TO FACILITY OPERATING LICENSE NO. DPR-37 VIRGINI A ELECTRIC AND POWER COMPANY SURRY POWER STATION, UNIT NOS. 1 AND 2
~ DOCKET NOS. 50-280 AND 50-281 INTRODUCTION By letter dated July 24, 1989, the Virginia Electric and Power Company (the licensee) requested a change to the Technical Specifications (TS) for Surry Power Station Units No. I and No. 2 regarding the composition of the Station Nuclear Safety and Operating Cuomittee (SNSOC).
The proposed change would modify TS 6.1.C.1.b. by adding the Superintendent-Engineering to the official.
SNSOC membership.
DISCUSSION AND EVALUATION The. proposed change to TS 6.1.C.1.b. formalizes the participation in SNSOC that the Superintendent-Engineering has previously had as an " alternate menber" since the position was created by a station management reorganization earlier this year.
The newly created Superintendent-Engineering position is of the same line of supervision as the other Superintendents that are specified in the TS.
Therefore, this change will contribute to the consistency of technical exp'ertise associated with that line of supervision as it applies to the SNSOC.

this change will officially augment and complement the staff available to participate as voting menbers on this conunittee. The modification also recognizes the direct contribution to safety assessment that is made by the various engineering functions, all of which have now been consolidated under the new Superintendent-Engineering position. Based on the above, the staff finds the proposed change to be acceptable.
ENVIRONMENTAL CONSIDERATION These amendments involve changes in recordkeeping, reporting or administrative procedures or requirements.
Accordingly, these amenanients meet the eligibility criteria for categorical exclusion set forth in 10 CFR 51.22(c)(10).
Pursuant to 10 CFR 51.22(b), no environmental impact statement or environmental assessment need be prepared in connection with the issuance of these amendments.

CONCLUSION We have concluded, based on the above, that (i) the changes authorized by this amendment can be implemented without endangering the health and safety of the public, and (ii) such activities will be conducted in compliance with the Commission regulations, and (iii) the issuance of these amendments will not be inimical to the common defense and security or to the health and safety of the public.
