This is in response to your letter dated February 17,1989,)inwhichyou requested, pursuant to the freedom of Information Act (FOIA , copies of each DOE /NRC form 741 for the years 1986, 1987, and 1988 involving shipments of enriched uranium between specified shippers and receivers.
The NRC cannot comply with your request. These forms are solely in the possession and control of hRC's contractors. Therefore, as provided in 10 CFR 9.13, these records are not agency records subject to the provisions of the F01A.
