Dear Mr. Miller:

l This refers to your letters to the Nuclear Regulatory Commission (NRC) dated February 3,1998, entitled " Certificate Amendment Request - Highly Enriched Uranium (HEU) Cylinder Valve Replacement," and the Department of Energy (DOE) dated May 7,1998, entitled " Authorization to Proceed with Temporary Conversion of X-705 South Annex to DOE Regulation and Initiate Highly Enriched Uranium Cylinder Valve Replacement Activities." The February 3,1998, )

l certificate amendment request (CAR) was approved by the NRC on April 20,1538. It became effective on April 27,1998. One of the requirements of the amendment involves a prior agreement between DOE, United States Enrichment Corporation (USEC), and the NRC -

regarding the start and end dates of the proposed activities in the PORTS X-705 South Annex.

As such, in the May 7,1998, letter, USEC has identified the start and end dates as May 11, l

1998, and July 1,1998, respectively. In the letter, USEC further states that they will notify the NRC in writing once the X-705 South Annex is ready for conversion back to NRC regulation.

l The NRC staff has no objections at this time with the proposed duration or timing of the PORTS X-705 South Annex temporary conversion from NRC regulation to DOE regulation for the
