EOCd NOTICE The Appeal Board has decided to publish the memorandum and order it entered on May 24, 1989, in th= Seabrook operating license proceeding, Docket Nos. 50-443-OL and 50-444-OL.
To this end, it has added an ALAB number (916) and the names of counsel.
Apart.from a few minor editorial corrections, the body of the memorandum and' order has not been changed.
