G. E. Grant letter to O. D. Kingsley dated, April 1,1998, Transmitting NRC Inspection Report 50-373/374-98008 The subject inspection Report identified an Exercise Weakness (IFl 50-373/

374-98008-02) in that some ' Urgent' response teams were not dispatched from the Operational Support Center (OSC) within five (5) minutes of the receipt of l

the task. The following corrective actions have been taken:

OSC Directors, OSC Supervisors, Operations Directors and

l Maintenance Directors have been issued a reading package discussing this Weakness. Included in the discussion is the importance of properly i

prioritizing tasks assigned to the OSC. Tasks prioritized as ' Urgent' l

should be tasks that the personnelin the OSC are capable of performing l

immediately. If Engineering support is required to determine how to perform a task, then determination should be performed in the Technical Support Center (TSC) prior to the task being assigned to the OSC.

Emergency Preparedness lesson plans S-14 'OSC Director', S-15 'OSC Supervisor', S-17 ' Maintenance Director', and S-18 ' Operations Director' have been revised to emphasize that all ' Urgent' tasks assigned to the OSC require immediate (within 5 minutes of receipt) dispatch because they could mean savir:g a life, suppressing a fire, mitigating core damage, or mitigating a release to the public.

The Emergency Directors will also practice the dispatch of Urgent Teams during the remaining 1998 quarterly tabletop drills. The EP Coordinator is also exploring prestaging the Urgent Team whenever practical.
