BUFFALO MATERIALS RESEARCH CENTER EMERGENCY PLAN We have completed our review of the revised emergency plan dated November 21, 1988 for the Buffalo Materials Research Center (BMRC). The review verified that the revisions involved only editorial. changes, however, we note that changes agreed upon by you, in a telephone conversation with Ms. Rosemary Hogan j

on September 27, 1984 have not been made. The changes were to be made the next time the emergency plan was to be revised and are as follows:

1)

Section 4.2 discusses an " emergency cc,anand post" while Section 9.1-ciscusses an " emergency support center." The plan should be changed to use " emergency support center" consistently throughout the plan.

2)

Section'13 discusses training for Emergency Staff and other University Staff Members, but fails to discuss the training provided to the offsite response organizations that are identified in'the plan. The.

plan.should describe the-training provided #cr the offsite organizations described in Section.3.4.3. This item is peticularly important in light'of a weakness identified during an exercise conducted in October 17, 1988.

In that exercise, ambulance staff were hesitant to handle contaminated injured personnel.

Neither of these findings were addressed in the emergency plan revision dated November 21, 1988.

In: addition to the above findings,.we note that changes made to the facility that' affect the emergency plan are not factored into the emergency plan in a timely manner.

For instance, the reactor facility name was' changed in 1985

)

but the change was not reflected in the emergency plan until November 21, L

1988. 10 CFR 50, Appendix E.IV.G requires licensees to describe in the emergency 1

plan provisions to ensure that the emergency plan is maintained up to date.

In most cases, provisions that have been employed involve some type of annual review of the plan and procedures by a reactor committee.
