Dear Sirs:

Management Observation Program In our response to Nuclear Regulatory Commission (NRC) Inspection Report 50-344/88-30, dated February b, 1989, Portland General Electric-Company (PCE) committed to trend observations (from the Management observation Program) and issue a monthly report of the results. This letter provides additional information on the Management Observation Program., as well as a clarification of the program's content and scope.

The purpose of the Management Observation Program is for managers, super-visors, and foremen to conduct area walkdowns and job reviews and to communicate and correct any discrepaneles that are found.

An informal report is prepared following each tour that includes the area or job inspected, discrepancies noted, and action taken. Completed reports are submitted to the Plant General Manager through the appro-priate management chain'.

In addition, feedback on corrective action is provided by the responsible supervisor to the manager / supervisor identifying the need for such action.

Nonconforming quality-related activities identified by this program are documented with a Nonconforming Activity Report (NCAR), Nonconforming materials, parts or components are documented with a Nonconformance Report-(NCR). Material discrepancies are resolved by a Maintenance Request er a Pickup Item. Minor discrepancies are corrected on the spot. Although the scope of the Management Observation Program does not include a separate trending feature, discrepancies resulting in NCARs or NCRs are trended as part of the NCAR/NCR Trending Program.

The Manegement Observation Program has been in effect since December 1988.

The results of this program have been positive, with an 1

increased presence by Managers and Supervisors in the Plant.
