Gentlemen:

Enclosed is one (1) signed original and ten (10) additional copies of Revision 2 to the Fire Protection Program Plan (FPPP) for Fort St.

Vrain (FSV) which is being submitted in

ordance with 10 CFR 50, Section50.71(e).

NRC Generic Letter 86-10 (Reference 1) states that a licensee may include the FPPP in the Final Safety Analysis Report (FSAR) upon-approval by the NRC. The NRC has issued a Safety Evaluation Report (Reference 2) approving FSV's FPPP. Therefore, in accordance with Reference 1,

the FPPP has been incorporated into the FSAR by reference in FSAR Section 9.12 (Reference 3).

l In addition, FPOR-16 and FPOR-'17 are being submitted in accordance with 10 CFR 50.71(e). A 10 CFR 50.59 evaluation. was performed on FPOR-16 and FPOR-17.

The evaluation determined that the revisions were safety-related, but were not safety significant and did not' t

involve or create an unreviewed safety question. The revisions do g

not require changes to the FSV Technical Specifications.

Description of Principal Changes Incorporated in Revision 2 of the FPPP Section FP.1 Stated that the Fire Protection Engineer is also the Fire Protection Program Manager.

Stated that the NRC has issued a safety evaluation approving FSV's fire Protection Program Plan.

Revised certain Technical Specifications that were referred to incorrectly.

Identified the new

" hip pocket guides" that are available to the Fire Brigade members.

Section FP.2 Clarified the initiation of an alarm for a closed circuit Pyrotronics fire detector system.

Revised the table listing the fire detector locations.

Clarified which sprinkler and deluge system flow alarms annunciate-in the control room.

Revised the description of the main transformer and unit auxiliary transformer deluge systems to indicate the automatic actuations.

Stated that fire barrier penetration seals are tested and installed in accordance with ASTM E-814 in addition to ASTM E-119.

Replaced all of the Section FP.2.8 Figures with new comprehensive figures.

Section FP.3 Revised Section FP 3.1.13 due to adding the third turbine water removal pump and an additional bearing water pump to the Fire i

Protection Shutdown /Cooldown trains.

Revised the emergency lighting listing for Section FP.3.14 Section FP.4 Stated that the plant component data base contains fire protection identifiers.

To P-89275 Page 2 of 3 Section FP.5 Added the FSV fire protection programs basis that fires may last longer than one hour, critical access can occur at one hour, and adequate water will be available to fight fires and supply shutdown /cooldown requirements.

Stated that the hydrogen bulk gas storage will be relocated pending conversion of FSV.

Stated the basis for use of non IEEE-383 cables outside of the congested cable areas. Added a statement explaining FSV's compliance with fire detection syst.em alarm requirements. Stated that hose stations are not installed in the Administrative Office areas.

Revised the " exceptions" to NFPA 13 (1976) as it relates to hydrostatic test requirements and stated the basis.

Revised the

" exception" to NFPA 20 (1978) as it relates to the electric driven fire water p(ump and stated the basis.

Revised the " exception" to NFPA 72A 1979) as it relates to fire protection system supervised control valves and marual fire alarm boxes, and stated the basis for each item. Pevised the " exception" to NFPA 72D (1979) as it relates to the control room being a central supervising station, fire brigade duties, power sources to fire protection system, manual fire alarm boxes, and fire protection system supervised components, and stated the basis for each item. Added FSV's lightning protection measures as it relates to NFFA 78 (1977).

Section FP.6 FPOR-16 was revised as follows:

has been reworded to say " hourly fire watch patrol" and to be more consistent with ACTION Statement b.

b)

References to 35% power have been deleted in ACTION Statements and the BASIS FOR FPOR-16.

c)

ACTION Statement b.2 has been deleted since b.1 refers the user back to ACTION Statement a.

d)

The NOTE referring to Technical Specifications (TS) has been relocated within the ACTION Statement Section.

e)

For correction / clarification, minor wording changes have been made to the BASIS FOR FPOR-16. Train A.

f)

Bearing Water Pump P-2101S, IB, has been added to the Train A Component List and Basis, h)

Under SURVEILLANCE REQUIREMENTS (SR) the words " active components" have been added to the opening statement.

The SURVEILLANCE REQUIREMENTS (SR) Section has been totally rewritten and changed from a 31 day visual inspection to an annual operability check, c)

The SR NOTE has been rewritten.

d)

The BASIS FOR FPOR-17 was revised with minor corrections and clarifications.

e)

The PING-1 monitor was removed from TABLE FPOR-17-1.

f)

The Liner Cooling System Pumps, as previously listed in Table FPOR-17-1, were changed.
