SUBJECT:

MINUTES OF CRGR MEETING NUMBER 165 The Committee to Review Generic Requirements (CRGR) met on Wednesday, July 12, 1989 from 12:00-5:00 p.m.

A list of attendees for this meeting is attached

-(Enclosure 1).

The following items were addressed at the meeting:

The Committee completed their review of the proposed IPE implementation guidance package begun at CRGR Meeting No. 164. 'The Committee recommended in favor of issuing the generic letter subsequent.to incorporating several additional comments.

This matter is discussed in Enclosure'2.

T.-Novak (AE00) and W. Jones (AE0D) presented for CRGR review proposed amendments to 10 CFR Part 21 and Section 50 55(e).

The Committee recommended in favor of forwarding the proposed amendments to the Commission, subject to' resolution of several recommendations.

This matter is discussed in Enclosure 3.

The Committee held a discussion on the use of the various exclusions addressed in the Backfit Rule.

A brief summary of this discussion is included at Enclosure 4.

L. Shao (RES) and P. Randall (RES) presented for CRGR review a proposed amendment to the PTS Rule.

The Committee recommended in favor of forwarding the proposed amendment to the Commission, subject to incorporation of several recommendations.

This matter is discussed in.

In accordance with the ED0's July 18, 1983 directive concerning " Feedback and Closure of CRGR Reviews," a written response is required from the cognizant office to report agreement or disagreement with the CRGR recommendations in these minutes.

The response, which is required within five work Ng days after receipt of these minutes, is to be forwarded to the CRGR Chairman and if there

-is disagreement with CRGR recommendations, to the EDO for decisionmaking.
