APPLICANTS' VIEWS REGARDING THE APPEALABILITY OF LBP-89 On June 23, 1989,-the Onsite Licensing Board issued its

" Final Initial Decision" with respect to Applicants' proposed siren system for notifying persons within the Massachusetts portion of the Seabrook plume exposure pathway emergency

. planning zone of a radiological emergency at the facility.1 The Appeal Board has called for the views of the parties as to.the appealability of this decision. The Appeal Board indicated that it appeared that the siren issue " represented 1 LBP-89-17, 29 NRC .

' license proceeding. Consequently, Applicants believe that the June 23 issuance is interlocutory and, thus, not subject to appeal at this time.
