By letter dated August 25, 1986, the licensee for the Wolf Creek Generating Station, Unit I submitted proposed Technical Specification changes related to Sections 3.8.4.1 and 4.8.4.1 and Table 3.8-1, " Containment Penetration Conouctor Overcurrent Protective Devices." The licensee requested' approval tc
' remove. Tabit.3.8-1, and 'to make. changes to those Sections thct refer to Table 3.8-1.
In Amendment No. 5 to Facility Operatir.c Licensee NPF-42 for the Wolf.
Creek Generating Station dated Novernber 18,198f, the staff provided partik1-approval of the licensce's request. Arendtnent No. 5. modified the Technical
' Specifications to delete the requirement for periodic.functichal (resistance)-
I testing of tht fuses for the containment penetration conductor overcurrent prctection. Mcwever, at thet time the NRC did not approve recoval of Table 3.8-l', and the references to that table, pending further staff review.
EVALUATION This issue has now been reviewee by the t!RC staff and ren.cval of tho table approved, subject to wording changes in the Technical Specifications which clect ly incicate the devices to which the limiting conditions for operation (LCO) and surveillance requirements (SR) would apply. The revised wording is.
as follows.
3.8.4.1 For each containtnent penetr6 tion provided with a penetration conductorovercurrentprotectivedevice(s),eachdeviceshallbe operable.
1 4.8.4.1 Protective cevices required to be operable as containment penetration conductor overcurrent protective devices shall be derronstrated OPERABLE.
Py letter detec July 8,1987, the licenste resubmitted Technical Specification changes to Sections 3.8.4.1 and 4.8.4.1 incorporating the wording changes requested above by the staff.
By letter dated August 25,19E6, the licerisee stated that fo11cwing the removal of Tabit 3.0-1 front the Technical Specifications, the list of containment penetration, overcurrent protective cevices at Wolf Creek Generating Station would be administratively ccntrolled through appropriate plant procedures.

. Removal of Table 3.8-1 from the Technical Specifications prohibits individual identification of the containment penetration conductor overcurrent protective devices.
However, the Technica's Specification requirement to have operable overcurrent protective devices remains in the Technical Specifications.
Without operable protective devices, containment penetrations can be damaged from an electrical fault and containment isolation can be lost. Therefore, under 10 CFR 50.36(c)(2), operable protective devices are and will continue to be essential to attain the containment penetration performance level required for safe operation of the facility.
Althcugh the table of overcurrent protective devices are being maintained through administratively controlled plant procedures, any changes to the relocated table resulting from changes to the facility or procedures, as described in the safety analysis report, or the conduct of tests or experiments not described in the safety analysis report are subject to the provisions of 10 CFR 50.59. The requirements of 10 CFR 50.59 provides adequate assurance that changes to individual overcurrent protection devices will be adequately controlled to assure that there are no adverse effects on plant safety. Considering that the Technical Specifications require that the overcurrent protection devices remain operable and that changes to the relocated table are subjec to the provisions of 10 CFR 50.59, the staff concludes that the requirement to individually ident"y each such overcurrent protection device in the Technical Specifications is not necessary to assure safe plant operation.
Other licensed facilities have requested similar Technical Specification changes.
Using the staff's suggested wording for Technical Specification paragraphs 3.8.4.1 and 4.8.4.1, and controlling the list of containment penetration overcurrent protective devices through licensee controlled cocuments, the staff has found these proposals to be acceptable. On the basis of our review of the licensee's proposal, we find the proposed Technical Specification changes to be acceptable.
ENVIR0t* ENTAL CONSIDERATION The amendment involves changes in recordkceping, reporting, or administrative procedures or requirements. The Commission has previously issued a proposed finding that the amendment involves no significant hazards consideration and there has been to public comment on such finding. Accordingly, the amendment meets the eligibility criteria for categorical exclusion set forth in 10 CFR Section 51.22(c)(10).
Pursuant to 10 CFF 51.22(b), no environmental impact statement or environmental assessment need be prepared in connection with the issuance of the amendment.
CONCLUSION The staff has concludea, based on the considerations discussed above, that:
(1) there is reasonable assurance that the health and safety of the public will not be endangered by cperation fr, the proposed manner, and (2) such

. r activities will be conducted in compliance with the Comission's regulations, and the issuance of the amendment will.not be inimical to the comon defense and security or to the health and safety,of the public.
