By letter dated March 22, 1989, Georgia Fower Company submitted WCAP-12218,

" Evaluation of Thermal Stratification for the Alvin W. Vcgtle Unit 2 Pressurizer Surge Line" and requested that it be withheM from public disclosure pursuant to 10 CFR 2.790. Georgia Power Company also submitted

.-your affidavit dated March 21, 1989.

You stated that the submitted information should be ccasidered exempt from mandatory public disclosure for the following reasons:

1. The information is owned and has been held in confidence by Westinghouse.
2. The information is of a type customarily held in confidence by Westinghouse and not disclosed to the public.

3. The information was transmitted to the Connission in co'fidence.
4. The information is not available in public sources.

5. Public disclosure of the information would likely cause substantial harm to the competitive position of Westinghouse.

We have reviewed your application and the material in accordance with the requirements of 10 CFR 2.790 and, on the basis of your statements, have determined that the submitted information sought to be withheld contains trade secrets or proprietary connercial information.

Therefore, WCAP-12218, narked as pro disclosure pursuant to 10 CFR 2.790(prietary, will be withheld from publicb)(5) an Energy Act of 1954, as amended.

Withholding from public inspection shall not affect the right, if any, of persons properly and directly concerned to inspect the documents. If the need arises, we may send copies of this information to our consultants working in this area. We will, of course, ensure that the consultants have signed the ,

appropriate agreements for handling proprietary information. i I
