50-260 50-296 BROWNS FERRY NUCLEAR PLANT (BFN) - RESOLUTION OF EMPLOYEE CONCERN (EC) 21800 DISCREPANCY - LOW TEMPERATURE THERMAL ANALYSIS This letter serves to resolve the discrepancy between the corrective action for the Watts Bar Nuclear (WBN) Plant Employee Concern EC 21800 and the BFN design criteria requirements.

Originally identified during the February 17, 1989 meeting between the NRC and TVA regarding seismic issues at BFN, this discrepancy involves the corrective action for WBN EC 21800 and the analysis requirements of BFN design criterla 3FN-50-C-7103.

The EC corrective action disallowed exempting low temperature piping from thermal analysis for:

a. All rigorously analyzed seismic class I piping less than or equal to 2" in diameter with thermal operating modes outside the range of 20' F to 120' F.
b. All rigorously analyzed seismic class I piping less than or equal to 2" in diameter which may experience thermal or seismic anchor point movements.
c. All rigorously analyzed seismic class I piping greater than 2" in diameter.

Design criteria BFN-50-C-7103 however, conditionally allowed the exclusion of all low temperature piping from a detailed thermal analysis.

To resolve this, Revision 3 of Design Criteria BFN-50-C-7103, issued March 1,1989, deleted the thermal analysis exemption for low temperature piping in accordance with the guidelines stipulated above. Accordingly, there is no longer a discrepancy between the EC corrective action and the design criteria requirements at BFN.
