-10 CFR_50.54(q). Report of Chsnges to the OSTR Emergency Response
- Plan Which Do Not Decrease the Effectiveness of the Plan Gentlemen:
~In. response to the Commission's letter dated June 30, 1989 and.in accordance with 10 CFR 50.54(q),' Oregon State University would like to Ereport changes-to the OSTR Emergency Response Plan which have been made, but which do not~ decrease the emergency response effectiveness of the plan based.on our evaluations.
In the order of.their appearance in the
- plan the' changes are as.follows:
1)>In section'3.0 (page 3-5), the'0SU
- Office of Environmental Health and Safety has been added to the list of'
'0SU campus support agencies; 2) In section 3.0-(page 3-8), a-new line
- of succession-for the Senior Health Physicist position has been-specified;
- 3) In section 3.0 (page 3-10),.the administrative title of the first indi-vidual in the.line of succession.for the Public Information Officer position has been updated; and 4) In section 3.0 (page 3-14), figure 3.2 has been reissued.in al typed version.
With respect to the new line of succession for the Senior Health Physicist, we have replaced the Radiation Center Director as the number.
two individual in the succession with the Health Physicist, and have filled the third position in the succession with the Reactor Operator.
Regarding the addition of the Reactor nu rator to this line of succession, we feel
.that in view of the limited number of available staff and in consideration
- of commitments by other staff to functions required by the existing Emer-gency. Response Plan, that the reactor operator represents the most accept-able and technically sound choice.
Part of this conclusion is. based upon the fact that the reactor operator:is specifically examined by the NRC relative to health physics topics as part of the Commission's operator licensing examination. Additionally, the reactor operator is regularly 8907250019 890717

. trained and examined on the topic of health physics as part of the reactor operator requalification program.. Finally, the operator is thoroughly familiar with the Emergency Response Plan and Ircolementing Procedures and is also trained and examined on this topic at part of the operator requalification program. Thus, we feel that this individual can fulfill basic responsibilities as the Senior Health' Physicist should it be required during an emergency.
In response to a specific Commission concern, use of-the Reactor Operator will also provide a trained individual'whose sole responsibility will be the radiological aspects of'an emergency such that required actions can be carried out without commitments in other areas.
In addition' to the above. changes-to the plan itself, several changes were made to Emergency Response Implementing Procedure (ERIP) Number 7.
In sequential order, the changes to ERIP No. 7 are:
- 1) The 754 telephone prefix on all phone numbers listed on the Emergency Call List (page E-7-3) was changed to 737 in.line with a University-wide change to the telephone i
l system; 2) The Radiation Center Directory (page E-7-4) was updated to reflect current personnel; 3) The dialin emergency telephone numbers (page E-7-5)g sequence for support agency was updated to reflect current University telephone procedures; 4) Appendix B to ERIP-7 (page E-7-6) was revised to include.the names of individuals currently involved in the lines of succession for the key positions in the Emergency Response Plan;. and 5) The 754 prefix on the telephone number listed on Appendix C to ERIP 7 (page E-7-7) was changed to the new 737 prefix.
To assist you in your review of the preceding changes, Attachment A to this letter lists all of the change: by page number and includes a brief summary of the corresponding change.
We have also included revised
.pages,to allow you to easily update your copy (s) of our plan. As part of.the revision process, all reported changes were also reviewed and ap-proved by the OSTR Reactor Operations Committee.
We would be happy to provide any additional information you may need during your evaluation.of our changes. We believe that the revision rela-
' tive to the Senior Health Physicist line of succession is a reasonable and appropriate response to your earlier concern and that the other revi-sions are also appropriate in order to keep our plan current. We look forward to your concurrence regarding our changes.
