COMANCHE PEAK STEAM ELECTRIC STATION (CPSES)

DOCKET NOS. 50-445 AND 50-446 IMO DELAVAL FUEL INJECTION PUMP SDAR: CP-89-002 (FINAL REPORT)

Gentlemen:

On February 24, 1989. TU Electric notified the NRC by report logged TXX-89092 of a potential deficiency involving the IMO Delaval Diesel Generator fuel injection pump. The last report on this subject was logged TXX-89294, dated May 26, 1989. After further evaluation, this condition has been determined to be reportable under the provisions of 10CFR50.55(e). The required information follows.

Description A Cooper Industries 10CFR Part 21 Notice to the NRC dated December 20, 1988, identified defects found in a component part of the Emergency Diesel Generator

-(EDG)-fuel injection pumps. Specifically, cracks were found in the EDG

' injection pump delivery valve assemblies manufactured by Bendix during July 1977 and stamped "Bendix 7/77". This condition was a result of improper grinding techniques utilized by the manufacturer. Cooper Industries informed TV Electric that assemblies subjected to the improper grinding techniques will show cracking prior to use and the cracking is not service related. Although initially this condition was thought to be limited to delivery valve assemblies manufactured by Bendix during July 1977 and stamped "Bendix 7/77",

the scope of the potentially affected components was expanded by the vendor to include other EDG injection pump delivery valve assemblies without date codes.

Subsequent magnetic particle examination (MT) at CPSES has identified several assemblies with cracks.

Safety Significance The EDG is required to achieve a safe plant shutdown following complete loss of offsite power. Cracks in the delivery valve assemblies of the EDG fuel injection pumps could adversely affect the full power rating of the EDG and preclude the EDG from performing its intended safety function. TF'refore, this deficiency is reportable under the provisions of 10CFR50.55fe).

l TXX-89653' September 6, 1989-Page 2 of 2 Corrective Actions EDG fuel injection pump delivery valve assemblies at CPSES are being examined using MT. Any assemblies which contain cracks will be replaced with units verified to be crack free by MT. For future purchases of spare EDG injection pumps. TU Electric will require the vendor to-supply objective evidence of MT inspection for the subject assemblies indicating no' cracks are present.

MT and replacement of any cracked injection pumps on the Unit I and Unit 2 EDGs will be completed prior to Unit I and Unit 2 fuel load, respectively.

For fuel injection assemblies currently stored in the warehouse, MT will be completed prior to use.
