PEACH BOTTOM ATOMIC POWER STATION STATUS REPORT FOR THE PERIOD TO JUNE 28 - JULY 19, 1989 Enclosed is the Peach Bottom periodic status report from the NRC Restart staff at the Resident Office at Peach Bottom. The NRC restart staff inspectors monitored act'vities at the plant during the report period.

These status reports are intended to provide NRC management and the public with an overv'.ew of plant activities and NRC inspection activities. Subsequent i inspection reports will address many of these topics in more detail. '

f ENCLOSURE Peach Bottom Atomic Power Station Status Report for the Period June 28 - July 19, 1989 1.0 Plant Status As of 8:00 a.m. on July 19, 1989, the Unit 2 reactor is in the RUN mode at 68% power. Unit 2 is at the steady state power level for the 70% NRC hold I point. Unit 3 is in the refueling mode with the core off loaded into the spent fuel pool.

2.0 Facility Operations Summary 2.1 Unit 2 Around-the-clock NRC shif t coverage was recommenced on June 28, 1989, in preparation for power ascension to 70%. After reactor feedpump testing was completed at 45% power, reactor power was raised to 68%

on July 1, 1989. Major testing performed were runback of the recir-culation pumps, a recirculation pump trip and a reactor feedpump trip. After successful completion of this testing, reactor power was increased to 68%. On July 6, 1989, a fuse blew in the main generator potential . transformer circuit. The. licensee reduced power to 20% to remove the turbine generator from service, replaced all similar fuses, and power was returned to 68% on July 8, 1989. On July 9,1989, around-the clock NRC shift coverage was suspended in accordance with the NRC restart inspection plan. Power level remained stable for the remainder of the period.

2.2 Unit 3 Unit 3 continues in its seventh refueling outage that began October 1, 1987. Unit 3 outage work including maintenance and modif-ication activities is in progress. Control rod drive exchange is the major activity on Unit 3.

3.0 Items of Special Interest 3.1 On June 28, 1989, the NRC granted approval to PECo in accordance with Section V.A. of the Shutdown Order, to increase power up to, but not exceeding 70%.

, Enclosure 2 3.2 The licensee made five emergency notification system (ENS) calls dur-ing the period. Two calls were made on June 28, 1989, concerning the ENS phone being out of service. Another ENS call was made on-July 11, 1989, concerning improper storage of Safeguards information.

Two ENS calls were made on July 12, 1989, concerning a shutdown required by technical _ specification limiting condition for operation.

This required the licensee to place the unit in cold shutdown in 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> due to one diesel generator and a containment cooling subsystem being inoperable. The licensee returned the containment cooling subsystem to service, and the shutdown was stopped.

These ENS calls will be the subject of a future NRC Inspection Report.

3.3 On July 12, 1989, and again on July 19, 1989, the licensee's Manage-ment Oversight Team conducted meetings to review Unit 2's performance during the 70% power ascension and steady state plateau period. The results of these licensee assessments will be reviewed by the NRC.

4.0 NRC /ctivities During the Period 4.1 The NRC restart staff continued to monitor licensee's activities.

Around-the-clock shift coverage was in place between June 28, 1989, and July 9, 1989. Expanded resident coverage was in place ~during the remainder of the period. These individuals consisted of the ,

Mikkelsen - Licensing Engineer Areas inspected included the power ascension testing program, oper-ational safety, training activities, radiation protection, physical security, control room activities and demeanor, reportable events, surveillance testing, outage activities, maintenance, and outstanding items. These items will be the subject of a future inspection report.

4.2 Inspection Report 277/89-17, 278/89-17 was issued on June 28, 1989.

This was a routine safety inspection of the Peach Bottom annual i

emergency preparedness exercise held on June 14, 1989. PECo demon-strated the ability to implement the Emergency Plan and the Emergency j Plan Implementing Procedure in a manner that would provide adequate protective measures for the health and safety of the public. )
