Dear Mr. Hudec:
This is in response to your request of May 12 for a determination as to whether the Westinghouse _on-site Nuclear Plant Computer. System falls within the criteria. established-for Part 110 controlled equipment.
As we understand it, the computer system under discussion performs a variety of functions including operations, on-line surveillance, and monitoring, control rod supervision, as well as emergency response functions and engineering funct_ ions.
We consider that aL reactor component which is in conted 9th the reactor core, the primary coolant, or which is instrumental in controlling the reactor power level is under NRC. export licensing authority. Based upon the data you have supplied in' connection with your request in this instance we have deter-mined that this computer is instrumental in controlling the power level of the reactor-in addition to its other applications and, as a consequence, it is especially designed or prepared for use in a reactor and therefore controlled under 10 CFR 110.8 for export purposes.
