Document Control Desk U.S. Nuclear Regulatory Commission Mail Station P1-137 Washington, D.C. 20555 Gentlemen:

DOCKETS 50-266 AND 50-301 TRANSMITTAL OF CONTAINMENT LEAK CHASE CHANNEL

SUMMARY

REPORT POINT BEACH NUCLEAR PLANT, UNITS 1 AND 2 This letter transmits the summary report, " Containment Liner Plate Leak Chase Channel Pressure Boundary at Point Beach, Units 1 and 2,"

for your information and review.

This report was prepared in response to discussions held in your offices on December 5, 1988, and to your letter of January 11, 1989, on this subject.

The report summarizes the methodologies and conclusions of the previous submittal on this issue, with particular emphasis on design code comparisons between the original Point Beach requirements and current codes.

The report concludes that the leak chase channel and liner system design is within the intent and safety margins expressed by the current codes.

Regarding the issue of the liner plate visual inspections required by 10CFR Part 50, Appendix J, Section V.A, prior to any Type A test we will modify our procedure for these containment inspections to specifically describe leak chase channel integrity inspections.

The leak chase channels are included in the areas presently inspected; however, they are not specifically identified for detailed inspection.

We appreciate the timely reviews conducted on this matter in the past.

Since we have Type A integrated leak rate tests scheduled for October, 1989 and April, 1990 on units 2 and 1, AOI) r.
