Peach Bottom' Atomic Power Station,. Units 2 and 3 Request fnr Reces'sion of the March 31, 1987 Order Suspending Power Operation

.On June 28, 1989.-Section V.A of the Shutdown Order issued March 31, 1987 suspending power operation with respect to Peach Bottom Atomic Power Station (PBAPS) was modified to permit operation of Unit 2 at 100% full power.

In accordance with the approved Restart Power Testing Program, Peach Bottom Atomic Power Station has accomplished the activities necessary to verify proper operation of plant equipment, to verify proper performance of personnel and management systems and to complete necessary operator training. The PBAPS Management Oversight Team (MOT) completed a comprehensive management review of station personnel, equipment and management processes performance and operator training through 100% power on August 30, 1989.- The M0T determined, based upon line management reports, confirmation by independent observations, and self-identified improvement actions that the performance of the physical plant, personnel and management processes are adequate and able to support continued safe operation of Unit 2 at 100% power, and startup and safe operation of Unit 3 to 100% power. Therefore, this letter requests the Order suspending power operation be rescinded and provides the basis for that request.

The MOT. met on August 17, 1989 after the transient period from 70% to 100% powcr_ level was completed to review plant performance and line management assessments of operations, maintenance, services (chemistry, health physics, radwaste), technical support and security. The M0T met again on August 30, 1989 t,o review steady state operation at 100% power.

Document Control Desk Page 2 Areas reviewed in the August 30, 1989 meeting were the plant physical status and the five line management functional areas as well as the additional support organizations of nuclear quality assurance, industrial safety, administration, fire protection, emergency preparedness, materials, modifications, regulatory, configuration management, training, and scheduling. Supervision from each of these areas presented a self-assessment which highlighted present status and ongoing actions.

Nuclear Quality Assurance evaluations, independent industry observer observations and M0T member observations were presented at both meetings confirming the line management assessments.

The MOT's purpose was to verify performance of plant equipment, personnel, management systems and operator training which are the four elements of the Restart Power Testing Progrdm. Specific conclusions for each element assessed are summarized below.

The MOT discussed the olant physical status throughout the Restart Power Testing Program. For the period between July 19 and August 30, 1989, the M0T reviewed the plant performance and results of scheduled tests. All testing designated in the Restart Power Testing program necessary to verify proper operation of equipment was completed satisfactorily. A review of Unit 2 equipment performance was completed. Action items which would enhance plant performance were assigned to specific organizations for closure and applicability to Unit 3 operations. The M0T concluded that additional line management attention should be focused on the repair of main control room equipment which is not fully functional and improving paging system / evacuation alarm audibility.

No equipment deficiencies that would preclude continued safe operation of Unit 2 were identified.

Personnel performance was assessed by line management using performance indicators and observations. The 100% steady state period assessment showed continued satisfactory personnel performance. The independent observations confirmed this performance. Each line management organization assessed the anticipated impact of two unit operation at 100% full power on personnel performance and each concluded that the existing personnel performance is sufficirat to support safe operation of two units at 100%

power. The M0T concluded that the following two areas of personnel performance warrant additional line management attention. Station management and supervision will continue to reinforce use of personal protective equipment as identified in the industrial safety program and will continue the investigation into the recent vandalism of Unit 3 circuit breakers as reported to the NRC. The M0T determined that personnel performance is adequate to support operation of Units 2 and 3.

Management processes performance was assessed by line management using performance indicators and observations. Management processes performance, as determined by line management and by independent observations, has continued at an acceptable level or improved during the assessment period.

Line management concluded that management processes performance is expected to improve during two unit operation due to the reduced impact of outage work. The following three areas were designated by the M0T for additional management attention. The process for completing required periodic reviews

Document Control Desk Page 3 of procedures is being analyzed for improvement and to ensure necessary reviews are completed prior to Unit 3 startup.

Nuclear Engineering Department and PBAPS plant management will review the scheduling process for completion of enharr.ements to selected drawings. The process to disposition modifications not implemented for restart will be reviewed.

The M0T determined that management systems are able to ensure simultaneous safe operation and support of both units.

Information was presented to the M0T on the status of Licensed Operator training activities. Of the ten cold licensed operators who had completed the requirements for a hot license, seven of their licenses have been amended and requests have been submitted for the remainder. Sufficient hot licenses are presently available to support operation of two units at power.

The refresher training for licensed operators satisfactorily exposed the licensed operators to routine and surveillance tests, planned power ascension transients and other plant or equipment manipulations. The M0T concluded that the training objectives of the Restart Power Testing Program have been met.

The MOT reviewed outstanding action items from the previous meetings and determined that closure was satisfactory. Open items identified on August 30, 1989 are being incorporated into line management tracking mechanisms and do not adversely impact the continuing safe operation of Unit 2 at 100% power and the ascension of Unit 3 to 100% power.

Therefore, the M0T determined that the four elements of the Restart Power Testing Program have been satisfactorily completed.

Representatives of ANI, NRC, Commonwealth of Pennsylvania, State of Maryland and co-owners were invited and attended one or both of the August 1989 M0T meetings and openly participated.

In addition, the Plant Operations Review Committee participated as reviewers in the August 30, 1989 meeting.

We believe that successful completion of the Restart Power Testing Program demonstrates that Peach Bottom Atomic Power Station is being L

operated in a manner to assure that the health and safety of the public will be protected.

In consideration of the above, we are requesting that the Regional Administrator rescind the March 31, 1987 shutdown order to permit operation of Unit 2 and Unit 3 at 100% power.
