Your May 16, 1989 letter requested additional information regarding implementation of NRC Bulletin 88-11, Pressurizer Surge Line Thermal Stratification, Item 1.b. The purpose of this submittal is to respond to your.
request and clarify our efforts regarding Bulletin 88-11, Item 1.b.
On June 15, 1989 the Westinghouse Owners Group submitted to the NRC WCAP-12277, Westinghouse Owners Group Bounding Evaluation For Pressurizer Surge Line Thermal Stratification, [ PROPRIETARY). This WCAP documents the bounding evaluation performed by Westinghouse and provides the technical basis for the justification for continued operation (JCO) required by Item 1.b. We have reviewed WCAP-12277 for applicability to McGuire and Catawba Nuclear Stations. Based on our evaluation, the conclusions of the WCAP are applicable to McGuire and Catawba.
Please be advised that the JC0 submitted per my May 10, 1989 letter to the Document Control Desk meets the requirements of Bulletin 88-11, Item 1.b. The JC0 is based in the bounding analysis documented in the WCAP. Our resolution of Item 1.b for McGuire and Catawba is consistent with the efforts of the Westinghouse Owners Group. As indicated in my May 10, 1989 letter, we will address all other requirements of Bulletin 88-11 by January 1991.
