SAFETY EVALUATION BY THE OFFICE OF NUCLEAR REACTOR REGULATION RELATED TO AMENDMENT NO. 140 TO FACILITY OPERATING LICENSE N0. DPR-66 DUQUESNE LIGHT COMPANY OHIO EDISON COMPANY PENN5YLVANIA POWER COMPANY BEAVER VALLEY POWER STATION, UNIT NO. 1 DOCKET NO. 50-334 INTRODUCTION The containment is equipped with certain penetrations which are specifically used for periodic Type A tests. These are listed in Table 3.6-1 of the Technical Specifications. By letter dated January 18, 1989, Du Company (the licensee, acting as agent for the above utilities)quesne Light proposed to delete from the Table the two penetrations originally designated for Type A testing. Our evaluation of that request follows.

DISCUSSION AND EVALUATION The amendment revises Table 3.6-1, Containment Penetrations. The licensee proposes to cut and seal-weld caps between the containment wall and both the inside and outside containment isolation valves. Therefore, the isolation valves identified for these penetrations (57-3 and 57-4) will no longer be containment isolation valves and these penetrations will then be spares.

Penetrations 57-3 and 57-4 contain tubing for the Sealed Pressure System which was previously used for Type A testing with the Reference Volume Method.

In accordance with the Updated FSAR Section 5.4.2.2, the Absolute Method is now the primary means of determining containment leakage with the Superimposed Leak and Mass Step Change Methods available to verify *.,he results. This testing method complies with the Type A testing requirements of 10 CFR Part 50, Appendix J, (see also letter, P.S. Tam to J. Sieber of Duquesne Light Company, September 26,1986), and will save approximately 8 man-hours of testing and preparation time per penetration during Type C testing. ALARA savings include e corresponding reduction in exposure proportional to the Type C testing man-hours that will be eliminated, in addition to that no longer required for operations valve lineup and verification.

The licensee proposed to cut and cap the ends of the penetration tubing for the Sealed Pressure System. This system is no longer used for Type A testing and is being retired. This is censistent with the Updated FSAR Section 5.4.2.2 which describes the other means of determining containment leakage,and will

. not affect the accident analyses previously found acceptable by us.

Capping these penetrations provides effective isolation capability and will not reduce the safety of the plant.

FSAR Figure 5.4-3 and Table 5.3-1A will require revision following implementation of the design change.

We therefore find the proposed design change, and associated technical specifications change acceptable.

ENVIRONMENTAL CONSIDERATION This amendment changes a requirement with respect to the installation or use of a facility component located within the restricted aret as defined in 10 CFR Part 20. We have determined that the amendment involves no signif-icant increase in the amounts, and no significant change in the types, of any effluents that may be released offsite, and that there is no significant increase in individual or cumulative occupational radiation exposure. We have previously issued a proposed finding that this amendment involves no significant hazards consideration and there has been no public coment on such finding. Accordingly, this amendment meets the eligibility criteria for categorical exclusion set forth in 10 CFR 51.22(c)(9).

Pursuant to 10 CFR 51.22(b) no environmental impact statement or environmental assessment need be prepared in connection with the issuance of this amendment.

CONCLUSION We have concluded, based on the considerations discussed above, that: (1) there is reasonable assurance that the health and safety of the public will not be endangered by operation in the proposed manner, and (2) such activities will be conducted in conpliance with the Comission's regulations, and (3) the issuance of this amendment will not be inimical to the common defense and security or to the health and safety of the public.
