MEETING ON STATION BLACK 0UT (TACS 68553 AND 68554)

On August W,1989, the NRC staff and its contractor (SAIC) met with i representatives of Georgia Power Company to discuss the GPC response to 10 CFR 50.63(c)(1), " Loss of All Alternating Current Power," (Station 4 Blackout rule) for the Hatch plant. The staff had requested a conference call in an attempt to avoid site audit visits such as had been conducted for other licensees. GPC volunteered to participate in a meeting rather than a conference call since a meeting was felt to be a better means for information exchange. Attendees at the meeting are listed in Enclosure 1.

The agenda for the meeting is provided as Enclosure 2.

The meeting consisted primarily of questions to and answers from the licensee clarifying the licensee's April 12, 1989 submittal for the Hatch plant in response to the Station Blackout rule. In large part, the staff questions were directed at perceived discrepancies between the contents of the licensee submittal and the contents of generic response guidelines that had been developed by NUMARC in conjunction with its report, NUMARC 67-00, " Guidelines and Technical Bases for NUMARC Initiatives Addressing Station Blackout at Light Water Reactors."

At the conclusion of the meeting, there remained a number of items for which the staff still desired additional information. The GPC representatives agreed to develop responses to these matters and submit them for staff review.

The staff intent is to complete the review effort by about the end of September, 1989.
