PENETRATION FIRE BARRIER SPECIAL REPORT On August 1, 1989, while performing a surveillance of the Unit 1 fire

barrier penetrations, with the Unit in Mode 5 at 0% power, the Fire Protection Specialist discovered that a fire damper was inoperable in the south wall of the Unit 1 Electrical Room on the 69' elevation of the Auxiliary Building. The j fusible link had released and the damper blade had only partially closed. The {

Shift Supervisor was immed.iately notified and Technical Specification Action Statement 3.7.12.a was entered due to an inoperable fire barrier. As required by the Action Statement, operable fire detection was verified on at least on side of the inoperable barrier along with implementation of an hourly fire watch patrol.

The damper was repaired and declared operational on August 31, 1989.

The inoperable damper was discovered while performing surveillance test M-592-1. Although the surveillance was not currently due for performance, concerns noted with a Unit 2 damper prompted performance of this Unit 1 surveillance to determine if similsr concerns were present. Smoke detection is installed on both sides of the barrier.

TASKS TO. ASSURE FUTURE COMPLIANCE The CCNPP Unit 1 T. S. 3/4.7.12.a ACTION Statement requires the penetration to be returned to operability within 7 days or to issue a Special Report to the Commission with the next 30 days outlining specific actions taken, the cause of the inoperable penetration, and plans and schedules for restoring the fire barrier penetration to operable status. As described above, upon the discovery of the inoperable damper, T. S. 3/4.7.12.a ACTION Statrment was entered. This requires the verification of operability of smoke detection on at least one side of the barrier with an hourly fire watch patrol. The damper has been repaired, and was declared operational on August 31, 1989.

The damper was determined to have failed to close due to a combination of a build-up of dirt in the damper tracks, and a slight inward bow of the tracks.

Calvert Cliffs has embarked on a damper review process which will include drop testing of dampers and cleaning where necessary. This program will address the applicability of this incident to other plant dampers. In addition this program will review the fusible links installed with the dampers in terms of ambient temperatures and static loads, to determine if any fusible links need to be replaced. This review process is currently ongoing and is expected to be completed in 1990.
