Tc.s nors to the onsite safety inspection conducted by Messrs. R. L. Nimitz and

W. R. Raymond of this office during the period March 16-20 and 25-27,1998, at the

Connecticut Yankee Atomic Power Station, Haddam, Connecticut, and to the discussions

of the findings held by Mr. Nimitz with Mr. Mellor on March 27,1998. The inspection was

continued in the NRC Region I office through April 27,1998, to review documentation

provided. This also refers to your letters dated March 7 and May 30,1997,in response to

NRC Confirmatory Action Letter (CAL) No.1-97-07, dated March 4,1997, and to an

April 29,1998, call between Mr. G. Bouchard of your staff and Mr. J. White'of this office.

Areas reviewed during the inspection were important to safety and are discussed in the

enclosed NRC Inspection report. The principal focus of the inspection was the review of

the implementation of commitments outlined in your response to the CAL. The inspectors

! also evaluated the adequacy and effectiveness of your radiological controls for repair of the

j. refueling water storage tank.

Based on the results of this inspection and previous inspections of your radiological

i controls program, the NRC has found that all the commitments listed in the CAL have been

met. Further, NRC review of the performance of your organization during the repair of the

RWST and the performance observed during removal of a section of the reactor coolant

'"'

system letdown piping (Reference NRC Inspection No. 50-213/97-10) indicates that your

organization can effectively implement your radiation protection program and safely

l

conduct significant radiological work. Notwithstanding, the NRC will continue to inspect

your performance during your decommissioning efforts.

No further response is required regarding the CAL.-
