(INTERIM REPORT - UNIT 2)

Gentlemen:

On November 7,1988, TV Electric notified the NRC.by report logged TXX-88765' of~a deficiency involving the Chemical Volume and Control System (CVCS) charging pumps' alternate minimum flow recirculation piping. The latest

. report'on'this' issue,' logged.TXX-89239, was submitted May 3, 1989. 'After j

further evaluation, it has been concluded that this condition is not reportable under.the provisions of 10CFR50.55(e) for Unit 1.

Piping downstream of the discharge of. relief valves 1-8510A & B and 2-8510A & B in.the CVCS charging pumps' alternate minimum flow recirculation flowpath-is required to be supported such that the pressure boundary will remain intact and will allow flow through the piping following a Safe Shutdown Earthquake (SSE).

The concern identified was that compliance with this requirement had not been demonstrated.

l The results of Unit 1 piping stress analysis of the installed piping system

.J and'a structural integrity review of the pipe sapport design indicated that

{

the piping system, as installed, would have remained intact and would have 1

allowed flow through the piping following a Safe Shutdown Earthquake (SSE).

There, fore, it was concluded that the safety of Unit 1. plant operations would not have been adversely affected.
