AFFIDAVIT OF WILLIAM E. STEIGER, JR.

William E. Steiger, Jr., being duly sworn, deposes and states as follows:

1.

My name is William E. Steiger, Jr.

I have been Assistant Vice President - Office of Nuclear Operations for the Long Island Lighting Company since March 1989.

My duties and responsibilities include responsibility for overall nuclear safety at the shoreham Nuclear Power Station.

To carry out these responsibilities, I direct the activities of the Shoreham Plant Staff, the Nuclear Engineering, the Nuclear Operations Support, and Nuclear Quality Assurance Departments.

I am providing the information in this affidavit in support of LILCO's Renewed Request for an Exemption from the Requirements of 10 CFR 50.54 (w).

I am personally familiar with the facts recited below, and they are true and correct to the best of my knowledge and belief.

Shoreham received a license to load fuel on December 7, 1984, and achieved initial criticality on February 15, 1985.

Shoreham received its 54 power license on July 3, 1985.

Low power testing at less than 5% rated thermal power (128 megawatts thermal) was conducted during the following periods:

On July 14, 1989, LILc0 began transferring the fuel from the Shoreham reactor to the spent fuel pool.

LILCO completed the defueling on August 9, 1989.

I 5.

The Shoreham fuel has a burnup history that is approximately two effective full power days of operation.

This history was determined by reviewing the Average Power Range neutron monitors for the period of operation described in paragraph 3, above.

The Oak Ridge National Laboratory Computer Code ORIGEN2 was utilized to calculate the Shoreham decay heat, or thermal power (in watts), as a function of time.

The calculated decay heat load as of June 1989 was approximately 550 watts.

7.

Bassd on the low heat generation rate described in paragraph 6, above, LILCO has determined that systems for active cooling in the fuel pool are not required, that only minimal capacity systems are required for pool makeup to handle evaporation, and that passive cooling in the fuel pool would be adequate to preserve fuel cladding integrity.
