- Erosion / Corrosion-Induced Pipe Vall Thinning" Gentlemen:
Pursuant to 10CFR50.54(f), the United States Nuclear Regulatory Commission (NRC) issued Generic Letter 89-08, " Erosion / Corrosion-Induced Pipe Vall Thinning" dated May 2, 1989 (Log Number 2940), requiring information to assess safe operation of reactors when erosion / corrosion significantly degrades piping and components of high energy carbon steel piping systems. The staff requested a response identifying whether or not a long term erosion / corrosion monitoring program has been developed that provides assurances that procedures or administrative controls are in place.
Toledo Edison implemented a formal long term' erosion /cerrosion control program on April 19, 1988 at the Davis-Besse Nuclear Power Station. This program is administered under Engineering procedure EN-DP-01301 Erosion-Corrosion Monitoring and Analysis Program (CENAP). The program provides analysis of high-energy carbon steel piping systems utilizing computer codes, non-destructive examination and evaluation of inspection results, data retention and trending of degraced components, and implementation of repair actions necessary to restore proper system integrity as a result of inspection findings. This program utilizes systematic measures to ensure that the integrity of high energy (two phase, as well as single phase) carbon steel systems is maintained. In addition, Toledo Edison's Erosion-Corrosion Monitoring and Analysis Program meets the intent of NUMARC guidelines (Appendix A of NUREG 1344).
Therefore, Toledo Edison believes the current CEMAP at Davis-Besse satisfies the concern raised in Generic Letter 89-08.
