The purpose of this letter is to communicate Nebraska Public Power District's (District's) commitment to, and participation in, the Joint Owners' Group (JOG) Program on Motor-Operated Valve (MOV) Periodic Verification.
The JOG was formed as an industry-wide program in response to NRC Generic Letter 96-05 (Reference 1). As a result of this effort, in March 1997 the BWR Owners' Group (BWROG) submitted Licensing Topical Report NEDC-32719, Revision 0,"BWR Owners' Group Program on Motor-Operated Valve (MOV) Periodic Verification." In the 180-day response to the Generic Letter dated March 17,1997, the District acknowledged NEDC-32719 and committed to participating in the JOG activities (Reference 2).

' Page 2 of 2 In July 1997, Revision 2 to NEDC-32719 was issued (Reference 3). While this report was endorsed by a substantial number of the members of the BWROG, it was not to be interpreted as a commitment of any individual member to a specific course of action. Accordingly, each member was to formally endorse the BWROG position by letter to the NRC. The NRC's Safety-Evaluation (SE) on the topical report (Reference 4) restated this expectation as follows:
" JOG indicated that participating licensees will be requested, following issuance of this SE, to individually notify the NRC of their plans to implement the JOG program described in -
Revision 2 of the topical reports. The NRC staff's review of the JOG program involved the entire program and not individual ponions. The NRC staff will expect participating licensees to justify any deviations from the JOG program."
By this letter, the District is notifying the NRC of our plans to implement Revision 2 of NEDC-32719, without deviation, in response to Generic Letter 96-05.
