Dear Mr. Callan:

The subject Inspection Report reviewed Open Items 313/8512-09; 368/851.2-09 and 313/8731-02; 368/8731-02, which had been identified by the licensee to the inspector as not yet closed.

The inspection report requested a schedule regarding completion dates for these two items.

Open Item 313/8512-09; 368/8512-09 This open item, which discussed CCTV deficiencies, was written based on an inspection conducted April 22-26, 1985.

During the subject inspection of February 27 to March 3,1989, the item was erroneously identified by the licensee to the inspector as an open item which had not been closed; however, the item had actually been reviewed and closed during an inspection conducted on March 21-25, 1988, documented by l

Inspection Report 50-313/88-08; 50-368/88-08.

Several CCTV modifications have been performed since the original open item was written, and the CCTVs will be further modified as part of the Security Perimeter Improvement Project, which is discussed below.

. Detection System which was discovered during an inspection conducted

-September 21-25, 1987.

As discussed in our letters of February 1, 1988 (0CAN028801),.and June 17,-1988-(0CAN068808), the final corrective actions for this deficiency are being included in a comprehensive--

Perimeter Security System Improvement Project.

The letter of. June 17 included a schedule for each of the separate tasks in tne project.

When this schedule was submitted, a separate Design Change. Package (DCP) was being considered for each task.

However, the separate 1

tasks have now been incorporated into one DCP to improve the integration of,the various subsystems into the overall project.

Combining the tasks into a single'DCP altered the intermediate milestones; however, the final construction completion date has changed only slightly (from November 1989 to December 1989).

The project is currently on schedule and is estimated to be completed-December 31, 1989.

An updated schedule is enclosed.

Included in the scope of this project are human factors improvements to the existing central and secondary alarm stations.

However,

.during the review process the CAS/SAS human factors issues were recognized as being significant enough to warrant consideration as a separate project.

Several options are currently being considered.'

Dependent upon the option selected, a. schedule extension may be necessary to' accommodate the increased scope of the CAS/SAS modifications.

This issue has been discussed with Mr. Jim Kelly of

'your staff to verify that the overall project completion date of December 31, 1989, does not unnecessarily restrict substantial increases to the scope of the CAS/SAS enhancements.
