Dear Mr. Matthews:
Staff review of Revision 2 of the Lakeview Remedial Action Inspection Plan (RAIP)~ dated September 1, 1988, has been completed.
All previously submitted copies labeled Revision 2 of the RAIP were disregarded.
Also, all revision marks were ignored.
The staff review concerned itself with only-the placement of the cove'r system as it is our. understanding that all other materials are.in place at the Lakeview site.
Our review identified the following items that will require modification to the RAIP or further justification before NRC can concur in the document.
1.
The RAIP establishes that a maximum density test be performed for each 15,000 cubic yards of material placed if that material has a specified.
classification such as radon barrier materials.
NRC, however, requires that a maximum density test be performed twice as often for this type of material.
Please modify the RAIP accordingly or submit justification for the proposed frequency.
2.
The RAIP requires a minimum of one classification and gradation test f6r each 2,000 cubic yards of material placed.
NRC not only requires gradation testing twice as frequently, but also requires a classification and gradation test each day of significant material placement.
Please modify the RAIP accordingly or submit justification for the proposed frequency.
3.
The RA7P does not provide for any testing of the riprap and bedding during construction activities.
NRC recommends that additional test series be perfermed when approximately one-third and two-thirds of the total volume of e.ich type of riprap has been delivered.
Please provide justification for not including provisions to test the rock during production.

In our letter to you dated October 19, 1988, we stated that stockpiled bedding insterial:should be tested both in the stockpile and in place at the disposal site.
This requirement should be included in the RAIP.
