Dear Mr. Matthews:

I received your' August 18, 1989 letter regarding VPMIM Directives E5 and E7.

I concur with the suggested Revision of E7. I am, however, withholding NRC concurrence with Directive E5 until we receive further information on your response to our July 13,1989 letter. Our July 13, 1989 response letter offered suggestions which, at first glance, do not appear to have been

' incorporated into Directive E5.

We would appreciate information regarding your response to these suggestions.
