Dear Mr. Peabody:

Thank you for your ' letter dated April' L4,1989, in response to our letter and Notice of Violation dated April 19, 1989. We have reviewed your reply and fird it responsive to the concerns raised in our Notice of Violation.  ;

However, it ' appears that you do not understand the reason for the requirement -

in 10 CFR 150.20 to submit four copies of your Agreement State license along.

with four copies of the NRC Form 241 each time you intend to work in NRC jurisdiction. The requirement' enables us to. distribute copies of the state license and NRC Form 241 to the following: the NRC region where the request was filed, the NRC region where the work will occur, the (work) state's Radiation Control _ Program Director, and an inspector's file. If the NRC made

.three copies of the NRC Form 241 and the associated state license, the.

' nation-wide annual cost would be an unfair burden for the taxpayers to incur, whereas the. individual copying cost for a licensee is mi.iimal.. It is

interesting to note that NRC charges no fees for granting reciprocity; however most' agreement states, including Texas, charge such fees which range into the

. hundreds of dollars.
