Reference (a) requested that addressees perform inspections to ensure that l
all General Electric (GE) latching-type HFA relays installed in Class 1E (safety-related) applications have adequate latch engagement and that those' relays which' fall to meet acceptance criteria be repaired or replaced..

In accordance with References (a) and (b), Commonwealth Edison has performed the inspections on all GE HFA latching relays installed in safety-related applications for Zion Unit 2.
For Unit 2, HFA 54 and HFA 154 series relays are the only GE HFA latching relays used in safety-related applications. The inspections were performed on Unit 2 prior to and during the unit's Fall 1988 refueling outage.
Additionally, existing spare relays 1
were also inspected.
The results of the inspections are presented below.

Procedure revisions have been initiated to ensure that all future spare GE HFA latching relays are inspected for proper latch engagement prior to installation. These procedure revisions are expected to be completed by May 15, 1989.
This completes the requirements of Reference (a)'for Zion Unit 2, and no further action is required.
.The following information is also being submitted to assist the Nuclear Regulatory Commission in evaluating the cost of implementing Reference (a).
- Approximately 115 man-hours were spent identifying relays and writing test procedures.
- Approximately 150 man-hours were spent performing the inspections.
- Approximately 5 man-hours were spent providing requested documentation.
- The cost of the relay replacement was $564.00, and no other additional costs were incurred.
