'Ori-Site Review of 0A Fire' Pump Inoperable Greater.Than Seven Days On-Site Review has investigated the inoperability of the 0A Fire Pump.

'This Special Report was prepared pursuant to the requirements of Technical Specification 3.21.2.B.

On-Site Review has determined the following:

. On April. 5,1989,~ at'2130 hours0.0247 days <br />0.592 hours <br />0.00352 weeks <br />8.10465e-4 months <br />, the 0A Motor-driven Fire Pump was declared inoperable due to excessive vibration. The pump motor vibration was found to be 10.5 mm/sec. The maximum acceptable motor vibration is 10.0 mm/sec.

It.was determined by the Mechanical Maintenance Department that the motor needed-to be rebuilt. The motor was sent off-site to be cleaned. In addition,;a teflon spacer, longer packing sleeve, and mechanical seal were

-installed. Availability of. parts.for the motor rebuild was the factor that delayed the repair of'the 0A Fire Pump.

On April- 12, 1989, at 2130 hours0.0247 days <br />0.592 hours <br />0.00352 weeks <br />8.10465e-4 months <br />, the requirement from Technical L Specification 3.21.2.B to restore the 0A Fire Pump to operability status within seven days expired, thus requiring this SpMial Report.

Repair work on the 0A Fire Pump began on Thursday, April 28, 1989. The r work is. scheduled to be completed and the 0A Fire Pump is scheduled to be declared operable on Monday, May 15, 1989. A Vendor technical representative, from Westinghouse Electric Corporation, was present during the repair to provide assistance.

Two service water booster pumps provide water to the site main ring fire header. Each pump is rated at 4000 gallons per minute. Both pumps will be running during the repair. The OB Diesel-driven Fire Pump is used as backup to the 0A Motor-driven Fire Pump. The OB Diesel-driven Fire Pump automatically starts when system water pressure decreases to 110 psig. The pump is rated at 2000 gpm at a discharge pressure of 162 psig. In the event that neither service water booster pump nor the OB Diesel-driven Fire Pump is available, the fire header will be fed from the service water pumps through a bypass around the service water booster pumps. Normally, pressure from the service water booster pumps holds a check valve in the bypass line closed.

Based on:the above findings, On-Site Review has determined.that the backup systems are adequate to provide for loss of'the OA Motor-driven Fire. Pump during the duration of the repair and no special procedures or additional.
