Dear Ms. Walker:

Thank you for inviting the Nuclear Regulatory Commission (NRC).to participat'e.in the President's Executive Exchange program for 1989-1990.. We support the objectives.of~the program and:believe that NRC participants in prior years have returned to our, agency with a broadened perspective that-was attained through the exposure to private sector practices that your program affords.

-This year, we hav'e a ' number of senior executives who could make a' positive contribution to the private sector and benefit in their career growth and development from this Lunique experience. -However,.because of numerous management changes and an unusual. number of major policy initiatives under-development lin the NRC staff, we--have decided that it-i would be in the best interest of NRC not to participate in the 1989-1990 program.

We very much want to continue our affiliation with the President's Commission on Executive Exchange and expect.to forward nominations for the program
