Dear Mr. Lewis:

Thank you for your letter dated May 1,1989, in which you detailed suggestions concerning Department of Labor settlement agreements, a matter which was the subject of a generic letter dated April 27, 1989. The NRC letter was sent out to utilities to reemphasize the need for open channels of communication between the NRC and all employees of the regulated irdustry.

I A proposal to amend the Commission's regulations is being prepared for publica.

I tion in the Federal Register; a copy will be sent to you upon publication. The suggestions reflected in your May 1,.1989 letter will be considered in that rulemaking proceeding.
