AFFIDAVIT OF BRUCE L. DRAVBRIDGE I, Bruce L. Drawbridge, hereby depose and-say as follows:
1.
I am the Executive Director of Nuclear Production of the New Hampshire Yankee Division (NHY) of Public Service Company of New Hampshire.
My= responsibilities include station. operations, maintenance, outage management, health physics, chemistry, training, and system / component testing.
2.
I an. also Vice President of Yankee Atomic Electric Company which operates.the Yankee plant-in Rowe, Massachusetts. Yankee has demonstrated its competency through the 28 years of safe and efficient plant operation. I have held;this position since March 1988. A copy of my professional qualifications is attached hereto and marked
'A".
3.
I have reviewed the Seabrook Station power ascension testing schedule. Based on this schedule I hsve determined that the station will be synchronized to the grid and providing power in excess of the station's operational loads (i.e., net generation to grid) sixteen (16) days after receipt of the full power license.
4.
The Seabrook Station power ascension testing schedule indicates that the unit will be able to reach criticality within approximately four (4) days after receipt of a full power license.
5.
To achieve net generation to the grid for Seabrook Station, the turbine-generator output must exceed the station's operational loads.
Seabrook Station's ope' rational loads, or house loads, are approximately 50 Hw(e).

. generation to;the grid.
7.
On the seventeenth day after receipt of license, Seabrook Station l'-
will escalate power to the next test power level where the turbine-generator I
will be providing in excess of 250 Mw(e) net generation to the grid; and continuin'g its testing in accordance with the ascension testing program.
