Gentlemen:

Fort St. Vrain (FSV) Technical Specification SR 5.2,18 specifies-inspection for surface and subsurface defects of the compressor  !

rotor, steam turbine rotor and Pelton wheel of a previously uninspected helium circulator at ten calendar-year intervals following the first complete circulator inspection per SR 5.2.18.

Other helium circulator components, accessible without further disassembly than required to inspect these wheels, are to be visually examined. Results of the examinations are to be submitted to the NRC staff for review and are to be evaluated to determine the need for scheduling additional future inspections.

The first circulator inspected per SR 5.2.18 was Helium Circulator Serial Number C-2102 in 1979/80 (results of inspection reported by Reference 1). As indicated in the enclosure to Reference 2, ,

Circulator C-2105 was selected as the second circulator to receive the ten year inspection per SR 5.2.18 (the scope of SR 5.2.18 inspection requirements was narrowed subsequent to the initial inspection of C-2102).

P-89093 Page 2-March 20,.1989 The -inspection of Circulator C-2105 was conducted'for Public Service Company of Colorado (PSC) by_ General Atomics (GA) .in ' San: Diego, D, California. Enclosed . herewith is a copy of GA's report, GA-C19576:

" Inspection Report on Helium. Circulator- C-2105. in Compliance with' Technical Specification SR 5.2.18", which provide-s the results of the inspection.

-As~ concluded in the enclosed report, no defects or unacceptable indications were found. in any of the components inspected from Circulator C-2105. The Pelton- wheel buckets did show some minor.

cavitation damage in'the flow-splitter area, but the condition had no affect on the measurable performance of the wheel during service at FSV.

Minor surface pitting was-observed on the blading of components.in both the compressor and steam turbine flow paths. This condition is considered as normal. wear and does not measurably affect aerodynamic performance.

As a result of' the. favorable. findings from the. inspection of the.

Circulator.C-2105 ' components, no change. to Technical Specification SR 5.2.18 inspection requirements o r. frequency.-is needed. Because-nuclear operations at FSV will cease on or before June 30, 1990, no-further inspections of or maintenance on the helium circulators is planned. However, should the need.arise, Helium Circulator C-2105 is available as a replacement.
