CP-88-35 (FINAL REPORT)

Gentlemen:

On October 12, 1988 TV Electric notified the NRC by report logged TXX-88730 of various deficiencies regarding measuring and test equipment (M & T E).

The

last report was logged TXX-89422 dated June 14, 1989. After further evaluation, it was concluded that this condition is not reportable under the provisions of 10CFR50.55(e).

Various deficiencies were found to exist with calibration procedures and primary / secondary calibration standards used by the Brown & Root Calibration Lab rendering the accuracy of measuring and test equipment (M & T E) calibrated using these standards and procedures indeterminate. The inspection / acceptance activities that have been performed using these potentially inaccurate measuring instruments / equipment were also indeterminate.

These deficiencies were identified on a corrective action request (CAR) and evaluated on various nonconfermance reports (NCR). The field calibrations performed with the potentially deficient measuring & test equipment were evaluated and found to meet the accuracy criteria required by the design of CPSES. The NCR and CAR resulted in no hardware changes or invalidated tests also, no permanent plant equipment required recalibration.

Based on the above, it is concluded that this condition does not meet the criteria for deportability under the provisions of 10CFR50.55(e).
