DOCKET N05, 50-445 AND 50-446 CONTROL ROOM AIR CONDITIONING AND PRIMARY PLANT VENTILATION SYSTEMS SDAR: CP-87-135 (SUPPLEMENTAL REPORT)

Gentlemen:

On January 20, 1989, TU Electric's letter, logged TXX-88013, notified the NRC of a deficiency involving the potential failure of relays and switches in Control Room Air Conditioner.) and Primary Plant Ventilation Systems.

In the Control Room Air Conditioning System some safety related control circuits of redundant trains were not designed to meet the single failure criterien.

In the Primary Plant Ventilation System, supply fans are powered from non-safety related starters and r. automatically tripped by non-safety related pressure switches. The purpose of this supplemental report is to revise the corrective action for the Primary Plant Ventilation System supply fans and to provide a completion schedule.

These supply fans are not safety-related but are required to be tripped under LOCA conditions. TXX-88013 stated that operator action would be utilized to trip these fans when required.

Instead, TU Electric has initiated a design change to provide safety-related controls to automatic 611y trip these fans.

These controls meet the safety-related single f ailure criterion.

Engineering work for the design changes is complete.

Implementation of these design changes will be completed prior to Unit I fuel load for Unit I and prior to Unit 2 fuel load for Unit 2.
