Predesignation of the Davis-Besse Emergency Plan and Associated Documents I

Gentlemen:

The purpose of this letter is to inform the Nuclear Regulatory Commission (NRC) that Toledo Edison vill begin submitting "Information Only" rather than

" Controlled" copies of revisions to the Davis-Besse Emergency Plan and its associated procedures. This change is being made in response to requests by the NRC Emergency Preparedness Branch for Toledo Edison to provide these revisions as "Information Only" rather than " Controlled" documents.

Additionally, 10CFR50.4(5) does not require that revisions to the Emergency Plan and its associated procedures be submitted as " Controlled" copies. These documents, revisions of which are currently submitted to the NRC Document Control Desk as " Controlled" documents, are as follows:

" Controlled": copies of the Davis-Besse Emergency Plan and'its associated procedures currently maintained by the NRC.will be replaced with "Information'0nly"Leopies followingithis effective date.
