Addition of Snubber to Pressurizer Drain Piping i

Dear Sir:

Pursuant to Section 50.90 of the Commission's Rules and Regulations, the Yankee Atomic Electric Company hereby requests authorization to make the following changes.

Proposed Change Reference is made to the Technical Specifications of the Yankee Nuclear Power Station's Operating License No. DPR-3. We hereby propose to modify the ]

license as follows: Add Snubber DRH-SNB-1 to Table 3.7-4 of Technical i Specification 3.7.9.

The revised page is attached.

Reason and Basis for Change In Reference (b), Yankee committed to re-evaluate certain piping located l inside the Vapor Container including the Pressurizer drain piping (Line

{ No . 1"-DRH-2502-15 ) . This piping has been evaluated using criteria reviewed and approved by the staff in References (c) and (d).

As a result of the evaluation of the Pressurizer drain piping, one snubber (DRH-SNB-1) was added during the November 1988 refueling outage. Per the footnotes to Table 3.7-4, the snubber may be added without prior License Amendment. With the addition of the snubber and other pipe support modifications, the Pressurizer drain piping meets criteria acceptable to the staff.

1. Involve a significant increase in the probability or consequences of l an accident previously evaluated. The snubber will enhance the l

I seismic resistance of the Pressurizer drain line.

2. Create the possibility of a new or different kind of accident from any previously evaluated. The snubber will in no way prevent the Pressurizer drain piping from performing the piping's intended function.
3. Involve a significant reduction in a margin of safety. The analysis of the Pressurizer drain piping together with the in-service inspection requirements for snubbers in the Technical Specification ensures that this change does not involve a significant reduction in margin of safety.

Based on the discussion above, it is concluded that there is reasonable assurance that operation of the Yankee plant, consistent with the proposed Technical Specifications, will not endanger the health and safety of the public. This proposed change has been reviewed by the Nuclear Safety Audit l and Review Committee. '
