BROWNS FERRY NUCLEAR. PLANT (BFN) - NRC INSPECTION REPORT NUMBER 50-260/88-200 EMERGENCY OPERATING INSTRUCTIONS (E0Is)
In inspection report 50-260/88-200 NRC identified several concerns in the areas of development and implementation of the E0Is, evaluation of the containment venting procedures, evaluation of personnel access to the reactor building during emergencies, and deviations between the E0Is and their base documents.
By letters dated December 2, 1988 and February 28, 1989, TVA deferred a complete response to NRC Inspection Report 50-260/88-200 until May 15, 1989.
At this time most of these concerns have been addressed, the revision to the E0Is has been implemented, and the operators are currently being trained on the changes.
TVA is scheduling the remaining work to be completed for the restart of unit 2.
There are a few items pertaining to this inspection that will require an evaluation and/or field work.
These items are being integrated into the overall schedule for BFN restart.
Therefore, as discussed with G. E. Gears of the NRC staff on May 11, 1989, TVA will provide the response to the above inspection report by May 31, 1989.
The enclosure contains a list of the commitments.
