ENCLOSURE PEACH BOTTOM ATOMIC POWER STATION STATUS. REPORT FOR THE PERIOD April 9 - May 1, 1989 1.0 Plant Status As of 8:00 on May 1,1989, the Unit 2 reactor is in the startup mode.
Training criticalities are in progress for the operators licensed since the' shutdown. The NRC Shutdown Order was modified effective April 26, 1989 permitting operation of Unit 2 up to 35% power.
The Unit 3 core remains off loaded into the spent fuel pool.
2.0 Facility Operations Summary Unit 2 restarted on April'26, 1989, after receiving approval trom the Region 1 Administrator to operate Unit 2 at power levels not exceeding 35 percent of full power. The partial release from the Order that shut down the facility came after the licensee announced they had completed all work and all systems were ready to support restart operations.
Initial criticality was achieved on April 27, 1989.
During a subsequent startup that same day, problems were noted with three of the intermediate range monitors (IRMs) of the nuclear instrumentation system. The licensee shut down to repair these IRMs.
The plant then restarted on April 30, 1989, to again begin training criticalities.
Unit 3 is in day 579 of its seventh refueling outage that began October 1, 1987.
The Unit 3 outage is continuing with limited work in progress due to Unit 2 restart.
3.0 Items of Special Interest 3.1 On April 14, 1989, an NRC Commission meeting was held to discuss Peach Bottom restart.
The NRC staff and the licensee gave presentations at the meeting. The NRC Commissioners approved Peach Bottom Unit 2 restart by a vote of 3-0, 4.0 Other Items of Interest 4.1 The licensee had three reportable events during the period. One reportable event concerned inadequate seismic supports for the containment atmosphere system, one concerned excessive grease on emergency switchgear contacts and the third concerned a Unit 2 containment isolation caused by an operator error.
These items will be the subjects of future inspection reports.
d 4.2 Representatives from the Commonwealth of Pennsylvania and the state of Maryland were on site periodically during this period to observe restart preparations and startup activities.
5.0 NRC Activities During the Period 5.1 The NRC restart staff be. tan around-the-clock coverage of Peach Bottom activities on April 26, 1989.
Tha restart staff consisted of resident inspectors, reb onal project inspectors, headquarters d
specialists and regional specialist inspectors. These individuals consisted of the following:

- Licensing Project Manager Areas inspected included power ascension testing program, operational safety, startup training activities, radiation protection, physical security, control room activities and demeanor, reportable events, surveillance testing, outage activities, maintenance, and outstanding items.
5.2 One resident and three regional inspection reports were received during this period.
Inspection report 277 and 278/89-08 was issued on April 13, 1989 and covered the period February 18 through April 1, 1989. This inspection was a routine resident safety inspection.
No violations were identified.
Inspection report 277 and 278/89-14 was issued on April 11, 1989, for the inspection which occurred on April 5, 1989.
This was a special security inspection. The NRC concluded that security program corrective actions taken are satisfactory to support the restart of Peach Bottom. No violations were identified.
Inspection report 277 and 278/d9-09 was issued on April 19, 1989, and covered the period March 7-10, 1989.
This was a routine radiation safety inspection.
No violations were identified.
Inspection report 277 and 278/09-06 was issued on April 21, 1989, and covered the period February 27 to March 7,1989.
This was a routine safety inspection of inservice and local leak rate testing open items.
No violations were identified.

5.3 Two regional specialist inspectors were on site during the report period. One specialist inspector performed a review of the emergency.
preparedness plan and the other specialist performed a review r.f the restart power testing program. The results of these inspections will be provided in future inspection reports.
