Dear Dr Hendee:
Thank you for sending the draft report on " Low-Level Radioactive Wastes" prepared by the AMA Council on Scientific Affairs. The report provides a valuable perspective of the issues in low-level waste disposal.
I noticed some minor items which you may wish to consider revising:
1.
On page 1, line 33, it stated that the low-level limit for transuranic is 10 nCi per gram.
I think the limit is now 100 nCi per gram per 10 CFR 61.55, Table 1.
2.
On page 2, line 28, phosphorous-32 was identified as a gamma ray emitter.
I think this_ radioisotope undergoes beta decay.
3.
The paper implies that Pennsylvania is an Agreement State.
Pennsylvania has inquired about obtaining a limited Agreement for low-level waste regulation and NRC staff has been working with them towards this end. However, Agreement State status has not been granted.
4.
On page 6, line 34-36, it is stated that Pennsylvania and Texas have specified that their low-level radioactive waste facilities (LLRWF)mustbe"above-ground".
I understand Pennsylvania is considering both above-grade or below-ground facilities. Also, Texas has seemingly selected below-ground vaults and modular cen: rete canisters as its disposal technology. The Central Compact, Central Midwest Compact, Northeast Compact, Midwest Compact, New York, Massachusetts, and Maine have all banned the use of shallow land burial.
5.
On page 13, Table 1, the report discusses the Western Compact. This compact has been renamed as the Southwestern Compact and was ratified on November 23, 1988.
In addition, North Dakota is a member of this compact along with California, Arizona and South Dakota.
