Dear Dr. Wolfe:

This. letter addresses the inspecten of your facility lat San Jose, California

  • conducted by Messrs. Robert Pettis and Stephen Alexander of the Vendor Inspection Branch on September.6-9, 1988, and the discussions of their findings with Mr. James Fox and other members of your staff at the conclusion of the inspection. Release of this report was delayed during NRC's ongoing review of nonconforming and substandard vendor products.

The inspection was performed to review GE Nuclear Energy's (GE NE's) activities to determine if refurbished molded case circuit breakers (CB's) and other electrical equipment were purchased from sources identified in NRC Information Notice 88-46 and' resold to nuclear power plants. Additionally, information regarding GE NE's program.for dedicating comercial grade electrical equipment was also reviewed.

During the inspection it was found that the implementation of your. quality assurance program failed to meet certain NRC requirements, specifically in the area of purchasing from an unapproved supplier, as described in GE Nuclear Services Procedure NSP 50-01, Revision 2, dated September 15, 1987. In addition, the. NRC also has concerns over the adequacy of GE NE's dedication program for upgrading commercially procured molded case CB's and as'a result

  • has classified this as an unresolved item.

In response to the enclosed Notice of Nonconformance, please provide us within 30 days from the date of this letter a written statement containing: (1) a description of steps that have been or wil'1 be taken to correct this item; (2) a descri and (3) ption of steps the dates yourthat have been corrective actionorand will preventive be taken tomeasures prevent' recurrence; were or will be completed. We will consider extending the respont,e time if you can show good ccuse for us to ao so.

The response requested by this letter is not subject to the clearance procedures of the Office of Management end Budget as required by the Paperwork Reduction Act of 1980, PL 96-511.
