l NRC FORM 474: SIMULATION FACILITY CERTIFICATION l

(0MB Clearance No. 3150-0138) i Description of Information Collection 10 CFR Part 55.45 requires that all facility licensees have a certified or approved simulation facility in place within four years after the effective date of the rule (May 26,1987).
NRC Forn 474 standardizes the essential

information needed to certify a simulation facility and is the most reasonable method for collecting this information. Other methods would require on-site review of performance test records. Conversely, a requirement for the -
submittal of other than performance test sumnaries or abstracts would require comprehensive computer print-outs, strip chart records er data plots.

. JUSTIFICATION (11 Need for the Collection of Information Section 306 of the Nuclear Waste Policy Act of 1987, Pyblic Law 97-425, directs the NRC in part to establish simulator training requirements for operator requalification programs, requirements governing NRC administration of requalification cyaminations and requirements for operating tests at civilian nuclear power plant simulators. The staff published rulemaking and appropriate regulatory guidance in response to this direction.
This supporting statement has been prepared specifically in support of NRC Form 474, titled " Simulation Facility Certification." Note that OMB Clearance Number 3150-0018 has previously been received for the collection of information associated with rulemaking activities related to this form.
That approval, title "10 CFR 55, Operators' Licenses," is valid through Parch 31, 1991.
Submittal of this form is mandatory for all facility licensees which propose to meet the requirements of 10 CFR E5.45(b) through the use of a simulation facility consisting solely of a plant-referenced simulator. The information to be submitted on this form consists of the results of performance testing completed on the subject simulation facility, and a schedule for the conduct of performance tests for the subsequent four-year period.

(2) Agency Use of Information The information will be used to ascertain the acceptability of simulation facilities for use in the conduct of operating tests o~
for nuclear power plant operator and senior operator.' candidates.
It will also be used by the Nuclear Regulatory Commission's e
Operator Licensing Branch staff in determining whether to initiate a simulation facility inspection at a specific site due to concerns about their suitability for use in operating tes.ts.
Since the facility licensee typically performs comprehensive performance testing as part of simulator acceptance, and ongoing configuration tranagement to maintain the simulator's fidelity against its reference nuclear power plant, this information collection will be essentially an abstract of data already collected for these other purposes. The~ complete performance testing results are to be maintained by the facility licensee, and not submitted with this form.
(3) Reduction of Burden Through I_nformation Technology i
There is no legal obstacle to the use of information technoloay. Moreover, HRC encoureges its use. Some of the information provided as attachments to the form is in the form of computer print-outs from' simulation facility computers. Technical obstacles exist to further reducing the burden in that there is a wide variation in the data recordina-and output capabilities of existing simulation facilities.
(4) Effort to Identify Duplication This information collection does not duplicate or overlap other information collections made by the NRC or other Government agencies. The Information Requirements Control Automated System (IPCAS) was searched for duplication and none was found. The regulations, covered by separate clearance number 1

Number and Type of Respondents. Approximately 118 power facility licensees are reouired to submit the information.
Forty-eight (48) submittals were covered by the current clearance. Because 10 CFR 55.45 requires all facility
. licensees to submit this information it is assumed that 23% per year of the remaining plants will be processed under this clearance, i.e., 70 units, or 23 per ~ year, are additional, b.
Record Retention Period.
There is no requirement for record retention.
Form 474 will be kept by the NRC.

Reporting Period.
f The information is expected to be submitted by each facility licensee to the NPC one time only, upon certification. If the Commission determines that a certified simulation facility does not meet the requirements, the facility may submit a decertification on Form NRC-474. No recertifications are expected during the three year period of this clearance extension.

Copies to be Submitted.
An original and two copies of the certification will be required for the NRC's simulation facility evaluation team which will be charged with reviewing the certification, e.

Reasons for Change in Burden The burden estimated here represents an increase of 840 hours0.00972 days <br />0.233 hours <br />0.00139 weeks <br />3.1962e-4 months <br /> and $50,400 over the arrual industry burden estimated under the current clearance. The increase is due to the total number of.
plants responding by certification rather than by requests for approval having increased based on information gained during the first two years of the allowable response period. Originally it was expected that approximately half would seek approval rather than certification. Of 173 units required to have a simulation facility, only five (5) have chosen to seek approval, therefore the remaining 118 have submitted or will be submitting NRC Form 474.
