MEMORANDUM AND ORDER (Limited Appearances; Prehearing Conference)
I.
Limited Appearances Pursuant to 10 CFR S 2.1211, I will conduct a limited appearance session, at a site somewhere in-the vicinity of the Santa Susana Field Laboratory, beginning at 7:00 pm local time on Thursday evening, September 28, 1989.
People wishing to speak at that session may obtain speaking prior-ity by notifying me in person c/o U.S. Nuclear Regulatory Commission, Washington, D.C.
20555, by letter mailed on or before September 21, 1989.
Limited appearances may be in writing or oral; they are not considered to be a part of the decisional record and may not therefore form a basis for my opinion in this case.

11 Should they contain_ material _ germane to the issues of this case, methods will be sought to incorporate the germane material into the record.
I expect to limit the maximun time permitted for a limited appearance statement to from five to ten minutes, depending on how many. people seek to appear.
The time limit will be announced at the beginning of the session.

Prehearing Conference At 9:30 am local time, Friday, September 29, 1989, at a place to be announced, I will conduct a prehearing confer-ence for the purpose of hearing oral argument concerning the admission of parties to this case pursuant to 10 CFR S 1.205(d) and (g).
Should I reach a_ preliminary determina-tion that one or more parties shall be admitted, then the conference will be continued for the purpose of adopting a schedule for the filings in this proceeding.
Prior to the time of this conference, I request that the Staff of the Commission inform me of its schedule for the preparation of safety and environmental documents and the level of its confidence that the schedule will be met.
The requesters may take up to twenty minutes each to argue for their admissability as parties.
They may reserve up to five minutes of their 20 minutes for rebuttal.
