Dear Mr. Gejdenson:

I am responding directly to the questions attached to your May 1,1989

. letter to NRC Chairman Zech which relate to the responsibilities of the NRC Office of Inspector General. Your questions relate generally to an investigation of an NRC employee, Mr. Roger Fortuna, undertaken some time

.. ago by the NRC Office of Inspector and Auditor (OIA). Chairman Zech has asked me to review this matter and determine independently Whether proper procedures were followed in all aspects of the investigation, w;. ether Mr. Fortuna was fairly treated, and how any problems associated with this matter may be avoided in the future. I have agreed that such a review would be appropriate and the office of Inspector General is initiating such a review. I plan to conduct the review myself with expert assistance from other Federal agencies and NRC personnel not involved in the OIA investi-gation, as necessary. A report of the results of the review will be provided to the Comission and to your Comittee.
