This letter is the second report of the Nucleu Safety Research Review Committee by the United States Nuclear Commission USNRC) on February)8,1988. The Committee's objectives, smpe of activitie established by Charter of February 8,1988 and its initial membership constituted by Commission appointment.

be a satisfying and effective mode of interaction for our Committee. We plan to do this again in the fall of 1989 subsequent to our full Committee meeting at your headquarters, currently scheduled for May 23 and 24,1989.

At the May meeting, the Committee will develop further observations from these subcommittee meetings wliich reflect commonalities within the NRC research program. At this time, the principle such observation relates to weaknesses in the stated rational for -

undertaking certain specific research tasks. While the overall conformance of the program to NRC philosophy of nuclear regulatory research is satisfactory, our subcommittee reports identify several examples where either the rational needs restatement or the research Pressure Vessel Safety, direction needsand High Level Waste a more focused Low Level Waste. scope, We will be i.e., Nuclear Plant Aging, d to lear intereste meeting how your office is ensuring that this requirement of conformance is being reinforced throughout the program.
